HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani chaired yesterday the Cabinet’s regular weekly
meeting at the Emiri Diwan.
Following the meeting, HE the Deputy Prime Minister and Minister of State for Cabinet Affairs Ahmed bin Abdullah bin Zaid al-Mahmoud stated that the Cabinet approved Emiri Draft Decision on reorganising Qatar’s Community College.
The preparation of this draft is taking place in order to place the college in the ranks of its counterpart higher education institutions in the state through re-organising the community college and incorporating new specialties that serve the workforce
and offer bachelor’s degree.
The draft determines the college as an independent entity of an academic nature for university, academic, technical and applied education, it addition it holds a moral persona. The college also entails a budget annexed to the state’s budget, with its headquarters located in Doha. It is permissible to establish other branches for the college through a decision by the college’s board of trustees, dependent on the recommendations
of the college’s president.
The community college aims to prepare specialised technical personnel who are trained academically and practically to meet the needs of the community and the labour market.
It also aims to prepare graduates with diploma degrees to be qualified to attain a bachelor’s degree at the college or other universities.
The community college also aims to qualify graduates with bachelor’s degrees to join the workforce.
The college also aims to introduce a continuing education and applied programmes complying to the needs of the public and private sectors.
The college is managed by a board of trustees which is formed by president, a deputy to replace the president in his absence or if he vacates his position, and a number of members not less than five or more than seven. The members must have experience and hold an academic status. They will be hired by the Prime Minister based on the recommendation of the Minister of Education and Higher Education.
The functional affairs of the president, deputy president and faculty members are decided by the Cabinet based on the recommendation of the board of trustees and the Minister of Education
and Higher Education.
The Cabinet approved its Draft Decision amending the organisation of the administrative units of the Ministry of Transport and Communications and assigning its
competences.
The Cabinet approved a Draft Decision of the Minister of Administrative Development, Labour and Social Affairs determining the probationary period for domestic workers and its rules of control and a Draft Decision of the Minister of Municipality and Environment on the conditions and procedures for the use of pesticides and determining the percentage of residues allowed in agricultural products.
The cabinet also approved:
1: Draft agreement on co-operation in the field of security and law enforcement between the Ministry of Interior and the Ministry of Public Security of China.
2: Draft agreement on co-operation in the field of law between the Ministry of Justice and the Ministry of
Justice of Cuba.
3: Draft co-operation agreement between Qatar News Agency (QNA) and the Liberia News Agency (LINA.)
4: Draft memorandum of understanding for co-operation in the field of exchange of financial investigations related to combating money-laundering and the financing of terrorism between the Financial Information Unit of Qatar and the Australian Transaction Reports and Analysis Centre (AUSTRAC) in Australia.
The Cabinet reviewed the report of National Qualifications Framework Committee and took the appropriate decision thereon.
