The Cabinet has given its nod to a draft law that seeks to prevent littering in public spaces across the country.
The draft law will replace Law No 8 of 1974 on Public Hygiene and is within the framework of efforts undertaken to update legislation, the official Qatar News Agency (QNA) reported.
At its regular weekly meeting on Wednesday, the Cabinet took the necessary measures to pass the draft law on public hygiene after reviewing the Advisory Council's recommendations on the matter.
Under the draft law, it is prohibited to “throw, abandon and deposit garbage” in places such as “any public space or squares, thoroughfare or roads, alleys, byways or sidewalks, public squares or public parks and gardens, any beach, vacant land, rooftops, walls, balconies, home and building skylights, corridors, yards and facades, building parking or sidewalks or any other place, whether they are public or private”, QNA reports.
It is also prohibited to “abandon, throw and dispose of garbage” in areas other than those specified by the municipality concerned.
The competent municipality is responsible for all aspects of public hygiene, including the collection, transportation and disposal of waste materials. It is allowed to recycle, treat, make use of waste materials, and award all or part of these operations to one or more operators in accordance with the provisions of the law.
Early in May, the Advisory Council discussed a report of the Services and Public Utilities Committee on the draft law on public hygiene. The council approved the draft legislation and decided to submit its recommendations to the Cabinet.
After chairing the Cabinet meeting at Emiri Diwan on Wednesday, HE the Deputy Prime Minister and Minister of State for Cabinet Affairs Ahmed bin Abdullah bin Zaid al-Mahmoud said the Council of Ministers reviewed a letter by HE the Minister of Municipality and Environment on a draft law to set up an “environment protection fund” and took the appropriate decision in this regard.
The fund aims to “finance activities, studies and environmental projects to support the State's efforts towards protecting the environment and natural resources and achieving sustainable development and Qatar National Vision 2030 through funding key and pilot projects, preparing studies for environmental programmes, reviewing environmental impact assessment studies and participating in the financing of environmental protection and pollution control projects, in accordance with environmental priorities approved by the board of directors of the fund”.
Meanwhile, the weekly meeting approved the draft of the Population Policy of the State of Qatar 2017-2022 and also gave its nod to the application of provisions of Law No 24 of 2002 to retirement and pensions for Qatari employees working in Al Mafjar Import and Export Co.
Further, the Cabinet gave its approval for admission to membership in the International Association of Marine Aids to Navigation and Lighthouse Authorities.
It also approved a draft agreement on cultural co-operation between the governments of Qatar and Panama.
