The Ministry of Economy and Commerce (MEC) has announced plans to develop
the Doha Exhibition Centre (DEC) into a modern and comprehensive “entertainment city” offering diverse facilities and services.
A statement from the ministry said its Technical Committee to Stimulate Private Sector Participation in Economic Development Projects, in co-ordination with Qatar Tourism Authority, will provide investment opportunities to entrepreneurs through a tender.
The initiative is part of the country’s commitment to enhance and encourage the participation of the private sector in such projects, particularly in the area of tourism. The MEC is also keen to make use of every opportunity to establish comprehensive and diverse tourism projects, which will be able to attract various categories of people and provide tourist and entertainment attractions with the necessary facilities, the statement notes.
The total area of the project, located near the Katara - the Cultural Village and the St Regis and InterContinental hotels, will include 57,600sq m of building space, 26,075sq m of parking lots, 14,992sq m of exhibition space, 479sq m for shops and 1,200sq m of open yards. In all, around 84,875sq m of space will be available for investment as part of the project, according to the master plan.
Potential investors and developers should develop the hall and facilities and convert them into an integrated ‘entertainment city’ with long-term lease contracts for 25 years. The development of the covered and open space should be based on creativity and innovation, such as the creation of commercial outlets, restaurants and nurseries, parking lots, public convenience areas and other licensed tourist activities.
Application documents for the tender can be obtained from the procurement section in the Financial and Administrative Department at the MEC headquarters, Lusail, Tower B, with an authorisation letter from the participating company. A security cheque should be attached to the tender application, or a guarantee letter issued by a local bank, valid until the contract is fully implemented. This will include the maintenance period, according to the terms and conditions of the tender.
The committee has called for submitting tender applications, signed and stamped by the applicant’s company and put inside envelopes, addressed to the head of the tenders and auctions committee concerned and delivered to the secretariat of the committee at the MEC. The deadline for submitting tender documents is April 4, 2017.
The Technical Committee for the Promotion of Private Sector Engagement in Economic Development Projects is a sub-committee at the MEC with representatives from different government agencies. It focuses on stimulating the participation of the private sector in economic development projects through proposing projects that engage both the government and private sectors, and suggesting ways to support and stimulate the private sector through necessary measures.
