The State of Qatar, Saudi Arabia and 60 member states in the United Nations called on the international community and the Security Council to shoulder their responsibility and take the necessary action to protect civilians in Syria from the collective massacres.
On the initiative of the State of Qatar and Saudi Arabia, a written message adopted by 62 countries, has been sent to the Permanent Representative of Russian Federation to the United Nations and president of the Security Council for the month of October, Vitaly Churkin, expressing anger and shock over the serious violence escalation in the besieged city of Aleppo.
Signatory countries condemned the dangerous military escalation in the city of Aleppo, expressing support for the call by the United Nations Secretary-General, the international community and the Security Council to assume full responsibility to take appropriate measures aimed at protecting the Syrian people and civilians from collective massacres and war and putting an end to the violence in Syria.
They also denounced the attack, announced by the Syrian regime on September 22 to restore the eastern city of Aleppo, who deliberately targeted civilians and civilian sites using lethal weapons, mainly the explosive barrels amid escalating violence in the city.
The offensive has killed a number of relief and rescue workers along with more than 100 women and children, and targeted health facilities, hospitals and medical staff.
The message stressed that the Syrian regime forces prevented civilian access to basic medical services in violation of the international humanitarian law, reiterating call to all parties to the conflict to meet their obligations under international humanitarian law, stop all acts of violence against civilians and bear their responsibility in accordance with the relevant Security Council resolutions.
The signatory countries also called on the Security Council to take appropriate action to ensure an immediate and unconditional aid deliveries and freedom of movement in Aleppo and throughout Syria, particularly in the besieged areas.
They also urged the Security Council to take the necessary measures to restore the cessation of hostilities and closely monitor the non-violation of the truce, warning of the serious consequences of any violation of the Cessation of Hostilities Agreement.
They emphasised that there is no military solution to the conflict in Syria, calling on all parties in Syria to engage constructively in the political process that will lead to a political transition on the basis of the Geneva Declaration and the relevant Security Council resolutions.
The written message, which was supported by 60 countries, was signed by the State of Qatar, Saudi Arabia, Kuwait, the United States, Britain, France and the Netherlands.
