The Cabinet yesterday approved two draft laws that include regulations for car rental and limousine services and their executive statute.
The bill includes provisions related to conditions of licensing and a number of other relevant aspects, Qatar News Agency reported.
The draft executive statute covers provisions indicating the activity and the licence, the licence type, duration, expiry, suspension, cancellation and waiver, and commitments of the licensee.
After the weekly Cabinet meeting chaired by HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani, HE the Deputy Prime Minister and Minister of State for Cabinet Affairs Ahmed bin Abdullah bin Zaid al-Mahmoud said another item on yesterday’s agenda pertained to a draft decision to establish a committee for settling disputes in line with the provisions of Law No 24 for 2015 regulating tenders and leases.
The committee is to be chaired by a judge who is of the rank of head of the Court of First Instance. The judge should be chosen by the Supreme Judiciary Council and the committee should also have two other specialist members.
The Cabinet also discussed a proposal by the Ministry of Finance on the same law. The proposal focused on a number of entities that are financed from the state’s fiscal budget.
Further, the meeting addressed an item on approving an increase in Qatar’s contribution to the capital of Islamic Development Bank.
The Cabinet, meanwhile, ratified four agreements yesterday. These are a memorandum of understanding (MoU) for co-operation in the sports and culture fields between Qatar and the General Authority of Youth & Sports Welfare in the UAE, an MoU for co-operation in the tourism field between Qatar Tourism Authority (QTA) and Abu Dhabi Tourism and Culture Authority, an MoU for co-operation in organising exhibitions between QTA and Abu Dhabi Tourism and Culture Authority, and a co-operation agreement between the governments of Qatar and South Africa in the areas of culture and arts.
The Cabinet reviewed a letter from HE the Prime Minister on the second report of the results of the work of the committee that discusses draft agreements and laws, which was approved by leaders of the GCC states, and a memo from HE Minister of Education and Higher Education on a report of the works of the national committee for qualifications. It also discussed extending the committee’s work for another four months.

Cabinet takes steps to issue draft law on protecting privacy of personal data

The Cabinet yesterday took the necessary measures to issue a draft law on protecting the privacy of personal data.
This followed a review of the Advisory Council’s recommendations on the matter by the Cabinet, Qatar News Agency reported.
The bill includes provisions related to the rights of individuals to protect the privacy of their personal data, the commitments of the monitor and processor, personal data of special nature and the prohibition of communicating any electronic contact for the purpose of direct marketing to an individual unless the latter gives prior approval, the report said.
After the regular weekly Cabinet meeting chaired by HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani, HE the Deputy Prime Minister and Minister of State for Cabinet Affairs Ahmed bin Abdullah bin Zaid al-Mahmoud said the Cabinet approved the establishment of a committee for co-ordination between all entities operating at Doha’s Hamad International Airport.
The committee is to be chaired by the head of the Civil Aviation Authority and include two other members from the parties concerned. It is charged with co-ordinating work at the airport to facilitate transport activities.
In addition, the Cabinet endorsed a draft law amending some provisions of Law No 9 of 1979 on documentation and referred it to the Advisory Council.
According to the amendment, some persons who are not employees of the department will be delegated via a decision by HE the Minister of Justice to carry out all or some of the tasks of the documenter. The decision specifies the scope of the documenter’s place and type of power as well as the documenter’s bonus and accountability system. Provisions related to the documenter that are stipulated in the law apply to them.
Meanwhile, the Cabinet discussed a recommendation by the Advisory Council on doing business and commerce in Qatar through online stores. The Cabinet agreed to refer the recommendation to specialised authorities for further examination.
Another item on the agenda yesterday pertained to an approval to transfer the concession of some of land in the waste treatment area from QP to the Ministry of Municipality and Environment.
