Qatar has confirmed that it has taken a number of specific measures that ensure equal participation of persons with disabilities with others in all public affairs of the country, stressing that Qatar has moved from welfare approach to integrated rights-based approach that allows these people to actively participate in all aspects of life, including decision-making.
This came in a speech of the State of Qatar delivered by the Second Secretary at the Permanent Mission of Qatar in Geneva Noor al-Sada during the “Interactive Dialogue with Special Rapporteur on the Rights of Persons with Disabilities,” in the framework of the 31st Session of the Human Rights Council item (3), held in Geneva.
Noor al-Sada explained in her speech that Qatar stated in the Constitution and the various legislation on equality and discrimination prevention which allow each individuals to enjoy their rights and freedoms, a number of laws towards the participation of persons with disabilities, referring to Law No 2 for the year 2004 regarding persons with special needs, which provides that persons with special needs have the right to participate in taking decisions on matters that concern them and give them employment opportunities suited to their capabilities, referring to a quota of no less than 2% of all positions in the relevant entities shall be set aside for persons with disabilities.
She also agreed with the Special Rapporteur that the participation in public affairs of the country is a right that should be guaranteed to all without discrimination.
To ensure political rights for people with disabilities, Noor al-Sada said that a decree on the Central Municipal Council election was issued for people with disabilities to have the same rights enjoyed by all citizens.
The Second Secretary at the Permanent Mission of Qatar in Geneva referred in the speech to the 2nd Doha International Conference to discuss the problems of the deaf blind (Dual Disability) which is organised by the Arab Union for the Blind (AUB) from March 6 to 8.

1,323 commercial permits issued in February

The Ministry of Economy and Commerce (MEC) Commercial Registration and Licenses Department issued 1,323 new commercial registrations in February.
Besides, 217 commercial registrations were cancelled by the department during the same period. The newly registered registrations included 1,017 main registrations, representing around 77% of the overall number of the new registrations in February. The cancelled registrations included 56 main ones and 161 sub-registrations.
Companies with limited liabilities were ahead of the new registrations with 560 main ones and 144 sub-registrations, representing 55% of the overall number of the new registrations in February. The companies of a single person came second with 390 main registrations and 170 sub-registrations.
This was followed by individual organisations with 66 main registrations and 20 sub-registrations. Contracting companies represented around 20% of the commercial registrations issued by the department at the same period, followed by building material companies (10%), detergents, party preparation, and eateries.

Deputy Emir chairs QU Board of
Trustees meeting


HH the Deputy Emir Sheikh Abdullah bin Hamad al-Thani, the Chairman of the Board of Trustees of Qatar University (QU), presided over the third meeting of the board for the academic year 2015/2016, which was held at the Emiri Diwan yesterday.
The meeting discussed topics on the agenda. The board adopted the calendar for academic years 2016/2017, 2017/2018 and 2018/2019. The board also amended some of the policies related to the admission to the university and the summer vacation.  The board agreed to appoint Dr Mariam Ali Sultan al-Ali al-Maadeed as head of scientific research and post-graduate studies.

Advisory Council
holds meeting

The Advisory Council yesterday held its weekly  meeting under the chairmanship of HE the Speaker Mohamed bin Mubarak al-Khulaifi. The council reviewed the request for a general debate submitted by the council’s members concerning business and sales practices through websites in Qatar and decided to refer it to the Financial and Economic Affairs Committee for further study and a report.
