The weekly Cabinet meeting, presided over by HE the Prime Minister and Minister of Interior Sheikh Abdullah bin Nasser bin Khalifa al-Thani, yesterday approved a  draft decision on restructuring the National Committee for Co-ordinating Conferences and events.
Under the terms of the draft decision, the committee is to be constituted under the chairmanship of a representative of the Ministry of Foreign Affairs with membership of representatives of stakeholders concerned.
The committee will study governmental proposals for conferences and events in the State, and give  opinion about their benefit  to the State as well as take action, in co-ordination with the competent authorities, for hosting approved conferences and events in the State, arranging their timing, and preparing their annual schedule.
The Cabinet also approved a draft decision by the Minister of Labour and Social Affairs to set up sections at the administrative units of the Ministry of Labour and Social Affairs and set their terms.
The Cabinet also ratified the following agreements:
1. Including the cultural cooperation agreement between the State of Qatar and Ethiopia.
2. A memorandum of understanding (MoU) for co-operation in the field of sports between the State of Qatar and the Democratic Socialist Republic of Sri Lanka.
3. A memorandum of understanding (MoU)  for co-operation in the youth field between the State of Qatar and  the Democratic Socialist Republic of Sri Lanka.
4. A memorandum of understanding (MoU)  on co-operation and joint news exchange between the State of Qatar and Sri Lanka.
The Cabinet in its regular meeting also approved a draft memorandum of understanding (MoU)  on co-operation in tourism between the State of Qatar and the Sultanate of Oman.
The Cabinet also reviewed a set of topics including a draft law on the diplomatic and consular corps.
A letter by the Minister of Transport concerning proposal to amend some provisions of the Emiri Decree No 46 of 2014 on organising Qatar Aeronautical College.  A letter by the Minister of Administrative Development regarding the outcome of the 52nd special session of the General Assembly of the Arab Organisation for Administrative Development  which was held in Cairo in March 2015.
A memorandum by the Minister of Labour and Social Affairs on the outcome of the 42nd session of the Arab Labour Conference which was held in Kuwait in March 2015.
The Cabinet also considered a draft law concerning the status of Qatar Financial Centre and took the appropriate decision.
The draft law includes Qatar Financial Centre’s terms for the Qatar Financial Centre seat authority, the centre’s board status and authority, the companies’ registry, Regulatory Authority, and the Dispute Settlement Authority.
It also includes setting of regulations and activities permitted in the centre and administrative sections, licensing processes, legislative guarantees, the centre revenues authority and accountancy requirements and centre’s responsibility and Regulatory Authority, the Dispute Settlement Authority and the centre bodies and taxes and overlap with other laws.
The eight annexes of the draft law also contain detailed provisions concerning the formation and powers of the chairman of the centre, regulations, permitted activities and the Regulatory Authority as well as Qatar international Courts, the Regulatory Tribunal, the Civil and Commercial Court and the Dispute Resolution Authority, the procedural rules of civil and commercial procedures before the Civil and Commercial Court at Qatar International Court and the procedural rules of the Regulatory Tribunal at Qatar International Court.
