The cabinet on Wednesday took steps to regulate roadside vendors and shops in residential areas.
The decision was taken after reviewing the Advisory Council’s recommendation on a draft law, HE the Deputy Prime Minister and Minister of State for Cabinet Affairs Ahmed bin Abdullah bin Zaid al-Mahmoud who chaired the cabinet’s regular meeting at the Emiri Diwan said.
Following the meeting, al-Mahmoud said the cabinet reviewed topics on the agenda and took several decisions.
The draft law’s provisions will apply to commercial and industrial outlets, and include restaurants, cafeterias, hotels, clubs and clinics.
Under the provisions of the draft law, it is prohibited to open or run an outlet or engage in roadside business activities without obtaining a licence from the Ministry of Economy and Commerce.
The ministry will issue a decision on the requirements that must be met by the outlets, in addition to their working time and the terms and conditions for granting licences to open shops in residential areas as well as the permitted activities.
The cabinet also approved the Minister of Municipal and Urban Planning’s draft decision to form a joint committee to study labour accommodation project and strategy.
Under the draft decision, the ministry will form a committee chaired by the ministry’s representative with members from the authorities concerned.
The committee will prepare a study on labour accommodation projects and strategy by exploring the current and future supply and demand for worker accommodations, in addition to planning to provide temporary and permanent accommodation, and co-ordinating with the authorities concerned to ensure the construction of residential labour complexes to meet the needs of the state’s development programmes, as well as considering the workers’ housing rents and provide its recommendations.
The cabinet also approved the Minister of Economy and Commerce’s draft decision to issue the executive regulations of Law No17 of 2013 on organising exhibitions.
The regulations’ provisions will apply to a natural or legal person who holds exhibition or engages in an activity of organising exhibitions in the state, who creates, uses, exploits or manages an agency involved in organising exhibitions.
The regulations also include provisions related to the types of licences and exhibitions as well as their regulations, in addition to licensing procedures, duration, renewal and licensee’s obligations, as well as the right to assign, transfer, or cancel the licence, and the classification of organising exhibitions agencies.
The meeting approved the estimated budget of the Qatar Postal Services Company for the fiscal years (2015, 2016 and 2017).
It also approved the accession of Qatar to the International Bureau of Weights and Measures as an associate member.
The cabinet reviewed the following topics and took appropriate decisions.
They are a cabinet draft decision amending some of the terms of reference of the Da’wa and Religious Guidance Department in the organisational structure of the Ministry of Awqaf and Islamic Affairs; a draft decision of the Minister of Awqaf and Islamic Affairs to establish sections in the administrative units of the ministry and specifying their terms of reference; a draft decision of the Minister of the Interior amending some provisions of decision No 11 of 2007 determining the conditions and regulations as well as durations of special leave for military officials; and a draft decision of the Minister of Education and Higher Education and Secretary General of the Supreme Education Council to form a committee to build the National Qualifications Framework.
