The Ministry of Municipality and Environment’s Engineers and Engineering Offices Accrediting and Classifying Committee has issued three model contract forms in Arabic to regulate engineering designs and the supervision of the execution of works. These contracts regulate the relation between citizens and contractors indicating the minimum number of clauses to be included. The forms are to be considered as guidelines when signing the contracts to design, supervise and construct villas, making the process simple while maintaining the lowest possible cost. These guiding model contracts were prepared by the MME based on the relevant recommendations of the Central Municipal Council. Applicants can download a copy of the contract forms from the MME website, which include: Agreement contract for supplying engineering services (supervision – villa), agreement contract for supplying engineering services (supervision – villa), and a contracting agreement contract (building a villa). The Engineers and Engineering Offices Accrediting and Classifying Committee has stressed that these model contract forms aim to safeguard and define the rights and duties of each party to the contract. The new model contracts cover the services of the consultative offices in the fields of design and supervision, the duties and limitations of the consultative office and the contractor. Further it covers the responsibilities of the consultative office and the contractor on their work, the obligations and liabilities of the owner towards them, contract execution duration and delay penalties, fees and due instalments of the consultative office and the contractor, ownership of the documents and related paperwork, settlement of disputes and termination of the contract.
