‘QND comes amidst strong national unity’

HEthe Minister of Justice and Acting Minister of State for CabinetAffairs Dr Hassan Lahdan Saqr al-Mohannadi has extended congratulationsto His Highness the Emir Sheikh Tamim bin Hamad al-Thani and HisHighness the Father Emir Sheikh Hamad bin Khalifa al-Thani and Qataripeople and residents of Qatar on the occasion of National Day.Speakingon the occasion of National Day, the minister underlined that NationalDay is an important occasion for the people to express their loyalty totheir leadership and their adherence to the path of Sheikh Jassim binMohammad bin Thani in building the state of justice, law andinstitutions, which were consolidated by His Highness the Emir.Theminister stressed the significance of the National Day celebrations thisyear as it comes amidst strong state of cohesion and unity among theQatari people in support of their wise leadership, just like when thetribes of Qatar joined the Founder to establish the beloved homeland.“Today,we celebrate with pride to affirm our national identity, our nationalsovereignty and our established principles,” the minister said,referring to His Highness the Emir’s speech at the opening of the 46thordinary session of the Advisory Council, when he said: “Qatar has comeunder an unjust blockade, during which all established values and norms –not only those prevalent among fraternal and friendly countries, buteven among enemies – were breached.”Nonetheless, the ministerunderlined, Qatar continued to uphold its morals and principles, drivenby His Highness the Emir’s directives to his government and people notto be effected by the campaign of slander and abuse against Qatar.Heexpressed thanks and appreciation to the National Day organisingcommittee for its choice of this year’s slogan, ‘Promise of Prosperityand Glory’, which is a quote by His Highness the Emir, indicating thatHis Highness the Emir’s promise has been fulfilled, as the people ofQatar are celebrating their National Day in prosperity and glory, whichwere achieved through his wisdom and the management of this crisis.Henoted that the Ministry of Justice, within the framework of governmentwork and co-ordination, has taken the appropriate legal measures toprosecute those who committed offence against Qatar and worked withvarious legal bodies in the state to co-operate on anything that wouldstrengthen the legal position of the state in this regard. The ministryalso participates actively in the Compensation Claims Committee topreserve and protect the rights of citizens and residents affected bythe unjust siege imposed on Qatar.Meanwhile, the Ministry of Justicehas been keen on implementing an integrated plan to modernise theQatari legal system and provide it with a package of nationallegislations that meets the needs of development and contributes to theachievement of Qatar National Vision 2030, through seven main tracks. Inorder to improve the legal profession, support the investment climateand transparency, and enhance judicial assistance to the authorities inthe country, a number of legislations were issued in various sectorsthat include real estate brokerage, arbitration law in civil andcommercial procedures, regulation of works of expertise and adjustmentof some provisions regarding authentication.The Ministry of Justicehas devoted its efforts to upgrade all services provided to the publicand enhance its role in spreading legal awareness, training anddeveloping its national cadres in accordance with a strategy consistentwith these aspirations and goals.The main areas of the ministry’sstrategic objectives are the development of legal services, legislationand legal tools, field of international legal co-operation, field oflegal qualification and training, government digital strategy, Ministryof Justice posts and initiatives, institutional development and Ministrypublications and social media.As for the development of legalservices, the ministry has made many achievements in the framework ofits vision to develop the legal profession and its project in order totransfer its services to electronic services through the “Sak” projectthat aims to empower the departments of real estate registration anddocumentation; so that they will be able to effectively offer theirservices at high quality and adequate speed, and simplify real estateregistration and documentation transactions. The main achievementsthrough this project were the completion of the first, second and thirdphases of the Sak services, which encompasses most of the real estateregistration and documentation services, bringing the total number ofservices provided on the portal to 200, 125 of them were officiallyactivated.Among others achievements of the project is there-engineering of the public services procedures and the development ofthe work system as the Ministry reviewed the procedures for executingtransactions and reduced them in accordance with the “comprehensiveemployee” system which the Ministry started to operate in its servicecentres. In this context, the Real Estate Registration Department hasprepared a Comprehensive Guide of Sak Services, which includes the Guideof Real Estate Registration Services and the Documentation ServicesManual.Service procedures were also reorganised in some offices asthe Ministry began operating a new building at the Exhibition andConference Center, to deal with public transitions, and a new office inQatar Islamic Bank at Grand Hamad Banking Street. The Ministry activatedthe electronic signature within the real estate registration systemthat reduced the implementation time of the transaction to 15 minutesonly, if the requirements for the issuance of the bond were complete.Furthermore, title bonds will be issued in a sophisticated manner assecurity documents, labels and agencies were adopted. These statementswill use security paper with safety features against fraud.Theministry is also working on activating the electronic signature servicefor transactions provided through the software portal, as well asactivating the “Absher” service, which assists a group of beneficiariesto complete their transactions by sending staff to their homes to gettheir signature for processing the transactions. The Ministry is nowworking to provide the beneficiaries with the possibility to fullyimplement the transactions in their sites.Furthermore, the ministrywill activate the services of the real estate exchange after theapproval of Stocks Exchange Law and the Executive Regulations of theLaw.Regarding the expansions of service centres, the Ministry ofJustice has 18 centres and offices located in most parts of the country,which provides comprehensive coverage of these areas. The Ministry iscurrently opening a number of specialised service offices for specificareas and destinations according to their needs.Regarding electronicservices to the public, the Ministry of Justice provides these servicesthrough its official electronic platforms and through devices (Mobile -Software Portal-One Stop System). The Ministry also activated a numberof applications to provide these services through mobile systems andsmart devices, while the guide on Sak portal provides a list of servicesand the interface to apply for the service according to the user’sdesire. The instructions for each service are also provided through theservice’s link at www.sak.gov.qa.In the framework of the Ministry’sstrategy of linking with government agencies in line with Qatar NationalVision 2030 and the Digital Government Strategy 2020, the Ministrylaunched a number of electronic linking projects with other governmentagencies, including the Ministry of Interior, the Ministry of PublicHealth, the Supreme Judicial Council, the Ministry of Municipality andthe Environment, the Ministry of Transport and Communications, StateAudit Bureau and the Ministry of Economy and Commerce.Among theachievements of the Ministry of Justice in the field of training andlegal qualification was the preparation of a training plan to developthe skill and knowledge of employees within the framework if itscomprehensive plan to improve the level of national cadres.
