Dover’s mayor won’t face criminal action over ‘snorting’ video

Police will not be taking action against a town mayor who was filmed apparently snorting a substance inside a toilet cubicle.Kent police have informed Dover’s Neil Rix that no offences have been confirmed after officers looked into the footage of him posted online.The clip showed Rix telling a man to close a toilet cubicle door behind him, and adding: “Don’t let anyone come... shut that door.”In the 67-second footage posted on YouTube, Rix — who was made town mayor of Dover in May — went on: “Don’t want anyone seeing councillor Rix doing this.”The footage led Rix to refer himself to the district council’s monitoring officer for a possible breach of the code of conduct.Now it has emerged that no police action will be taken against him.Rix has denied knowing what type of substance he snorted or where it was filmed. A Kent police spokesman said: “Officers have carried out extensive inquiries into the circumstances of the footage and the investigation has now concluded with no offences being confirmed.”“A man has been advised there will be no further police action in the matter.”Rix spoke of his relief that police have ruled out taking the matter further.And he insisted that he had been the victim of a blackmail plot and coerced when the incident was filmed around six years ago.He said: “At the end of the day, I was being blackmailed over it and it was a long, long time ago.It was before I was mayor or deputy mayor or anything else.”“Just a few seconds of madness after being coerced into something... I’m glad it’s over. It’s a weight off my shoulders, to be honest.”Rix said he intended to give a statement to police about the alleged blackmail. And he added that he now wanted to concentrate on his mayoral duties.He said: “I have got a lot going on, I’m a very busy mayor. I have had a lot of support from everyone around me and everyone who knows me.”l A north London police officer has been jailed for child porn offences.Nicholas Tweedie, a specialist constable based in Harrow, has been sentenced to two years after taking indecent images of children.He is now facing being dismissed from the Metropolitan Police force.Tweedie, 32, was arrested by Sexual Offences, Exploitation and Child Abuse detectives in June.He was found guilty of three counts of making indecent images of children and one count of taking an indecent image of a child.Tweedie was suspended from the force on the day of his arrest and will now face misconduct proceedingsl A former mini-cab driver has been jailed for 14 years after raping a woman at knifepoint near a West End club more than two decades ago.Haci Ibramahain Koc, 53, was caught following a cold case review by the Met’s Sexual Offences, Exploitation and Child Abuse Command.The breakthrough came when detectives made a DNA match with Koc, who had provided a sample for an unrelated matter in February.Koc, now living in Devon, attacked the 28-year-old woman when she got into his cab on May 17 1994, at 2.30am.During the journey, he stopped the car and dropped the passenger seat backwards.He then pulled out a knife, held it to her face and cut off a lock of her hair before forcing himself on her.The terrified woman was eventually able to get out of the car and flee for safety.On Friday, at Isleworth Crown Court, Koc was finally convicted of rape and jailed for 14 years.Detective inspector Keith Braithwaite, of the Serious and Complex Case Team, said: “Despite the overwhelming forensic evidence against Koc, he still denied the charge against him and went to trial putting his victim in the witness box forcing her to relive her ordeal 20 years on.“Koc has shown little if any remorse for this horrific crime. I hope the verdict and sentence gives some closure to the victim and would like to thank her for her courage and dignity throughout.”
