The weekly Cabinet meeting presided over by HE the Prime Minister and Interior Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani, was briefed on the meeting HH the Emir Sheikh Tamim bin Hamad al-Thani had with the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz al-Saud of Saudi Arabia and the Emir of Kuwait Sheikh Sabah al-Ahmed al-Jaber al-Sabah in Jeddah. |
The Cabinet affirmed that the meeting serves in confirming and deepening the fraternal bonds between the countries of the Gulf Co-operation Council (GCC) and in expanding co-operation in various fields.
The Cabinet also welcomed the outcomes of the third Arab-Africa Summit, held in Kuwait on November 19-20 with the participation of HH the Emir Sheikh Tamim bin Hamad al-Thani.
The decisions and recommendations adopted by the summit as well as the positions contained in the Declaration of Kuwait, and the statement on Palestine are important boost co-operation among African and Arabian countries , the Cabinet said.
It said they would pave the way for a new phase of strategic partnership, particularly in the areas of development and investment to serve the interests of the Arab and African peoples, and maintain security, peace and stability on both the regional and international levels.
Later the Cabinet’s draft decision on the establishment of a committee on Qatar Flight Information Region (Qatar FIR) was approved.
Under the provisions this draft decision the Qatar FIR Committee is to be formed in the Ministry of Transport, with the chairmanship of a representative from the ministry and the membership of representatives from the authorities concerned.
The Cabinet was briefed on the report on the study of utilising government school and public facilities as emergency shelters in conformity with the population in each region of the State.
The report pointed to the need of developing the State’s capabilities to cover emergency and special circumstances.
The Cabinet then approved the following:
1. The creation of a specialised technical committee comprising specialists from the authorities concerned to prepare a practical integrated contingency plan which is periodically updated.
2. The recommendation of the standing committee on the Convention on the Law of the Sea with regard to adopting marine maps for the purpose of determining the low water line along the coast of the State of Qatar to measure the official borders of the marine areas under its national jurisdiction.
3. The proposal of the Finance Ministry to increase the contributions of Qatar in the capitals of Arab Investment and Export Credit Guarantee Corporation, the Arab Monetary Fund, the Arab Bank for Economic Development in Africa, the Arab Fund for Economic and Social Development and the Arab Authority for Agricultural Investment and Development.
4. The application of the provisions of Law No 24 of 2002 on retirement and pensions for Qatari employees in Subsidiaries of United Development Company ‘Qatari shareholding company’ and Qatar jet fuel company (Q-Jet)
5. The third draft implementation programme in the higher education field of the co-operation agreement in the fields of education and scientific research between the governments of Qatar and Egypt for the school years 2013 to 2016.
The meeting took the necessary measures to ratify the agreement on diplomatic co-operation between the governments of Qatar and France.
The Cabinet then reviewed the letter by the Minister of Development Planning and Statistics on the Cairo Declaration issued by the Regional Conference on Population and Development in the Arab countries.
