Qatar calls for unified plan on Arab capital markets

Qatar has called for a unified strategy for the Arab capital markets to protect them from uncertainty and maintain confidence in the securities system.“A co-ordinated and unified efforts of the member authorities are the only way that will help developing a unified strategy for the Arab capital markets,” Qatar Central Bank Governor HE Sheikh Abdullah bin Saud al-Thani told the 6th meeting of Union of Arab Securities Authorities (UASA), hosted by the Qatar Financial Market Authority (QFMA).Only through co-operation and co-ordination can an economy survive or escape recession, he said, adding that the development of information dissemination and exchange systems between members of the UASA is among the top priorities.This has positive impacts on the improvement of supervisory systems, disclosure and transparency which would limit the risks of rumours and misleading information in the markets, he said.Most studies conducted on the current crises and their impacts on the performance of capital markets since 2008 have showed that more is required to ensure independence, fairness, transparency and responsibility of all parties concerned in capital markets, according to Nasser al-Shaibi, CEO of QFMA and the current president of UASA.“Studies also show that these crises may continue. This must urge supervisory authorities and institutions to exert utmost efforts to look for common ground in managing the resulting risks in the capital markets,” he said at the meeting, attended by key officials from Saudi Arabia, Oman, Kuwait, Jordan, Algeria, Palestine, Egypt, Lebanon, Morocco and the UAE.Finding that due to the current geopolitical and economic situation, which may impact the performance of Arab capital markets, he said setting up a crisis management technical committee is an important step now for the early detection of the crisis and developing strategies before and during the crisis.“We must strengthen co-operation between the UASA and the Arab Federation of Exchanges as the joint work and co-ordinated efforts have become of a paramount importance,” he stressed.The next meeting of the UASA will be held in Kuwait in the first half of February 2013.
