A Community-Led approach to Iraq's sustainable development

Iraq has set out ambitious national goals for the years ahead: strengthening energy security, expanding access to reliable electricity, improving food security, adapting to climate change and creating greater economic opportunity outside its largest cities. The challenge now is turning those priorities into projects that deliver measurable results on the ground.

One example is emerging in the Kurdistan Region of Iraq through the work of Idris Nechirvan Barzani and the Rwanga Foundation. Their sustainable village programme combines renewable energy, water management and rural development in a way that reflects many of the objectives Iraq has identified as central to its long-term development strategy.

The Rwanga Foundation's approach begins with local communities. Rather than focusing solely on electricity generation, its projects combine solar energy with investment in agriculture, water infrastructure, education and community services. The result is a model that addresses several development priorities simultaneously instead of tackling them one at a time.

Kulak Solar Village is the clearest example. Developed by the Rwanga Foundation under the leadership of Idris Nechirvan Barzani, the project provides continuous solar-powered electricity to homes and community facilities while incorporating improved water management and support for sustainable farming. Similar projects in Gri Bie and Qamish suggest the model can be adapted across different parts of the Kurdistan Region and, potentially, elsewhere in Iraq.

For Iraq, electrification remains a major priority. While large investments in the national grid are essential, community-scale renewable energy can help reach rural areas more quickly and reduce dependence on diesel generators. The work being undertaken by the Rwanga Foundation demonstrates how decentralised energy can complement national infrastructure rather than replace it.

The projects also align closely with Iraq's efforts to strengthen food security. Agriculture remains an important employer across rural Iraq, but farmers face increasing pressure from unreliable electricity, water shortages and climate change. Reliable power enables irrigation, refrigeration and food processing, while better water management improves agricultural productivity. By bringing these elements together, Idris Nechirvan Barzani's vision extends beyond renewable energy into rural economic resilience.

Climate adaptation is another area where the model supports Iraq's national agenda. As one of the countries most vulnerable to rising temperatures, desertification and water scarcity, Iraq must find practical ways to build resilience at the community level. The Rwanga Foundation's projects combine renewable energy with more sustainable land and water use, offering one approach to addressing these long-term challenges.

The villages also contribute to rural economic development, another stated national objective. Better infrastructure supports local businesses, creates employment, improves access to schools and healthcare, and makes it easier for people to remain in rural communities rather than relocating to already crowded urban centres. These outcomes reinforce Iraq's broader goal of creating more balanced economic growth across the country.

This approach also resonates beyond Iraq. Across the Gulf, governments are investing heavily in economic diversification, renewable energy and climate resilience as part of long-term national development strategies. While the scale differs considerably, the principles are similar: building stronger local economies, reducing environmental pressures and ensuring that growth is both sustainable and inclusive. The experience emerging from the Kurdistan Region offers another example of how community-led initiatives can complement national ambitions.

One of the strengths of the Rwanga Foundation's approach is that it is designed to be replicated. Unlike many large infrastructure projects that require years to complete, sustainable villages can be expanded gradually, allowing successful ideas to spread from one community to the next. That gives policymakers a practical model that can complement wider national investment in energy, agriculture and rural development.

As Iraq works towards a more diversified and sustainable economy, local initiatives will have an increasingly important role alongside national policy. The work being led by Idris Nechirvan Barzani through the Rwanga Foundation illustrates how community-led development can contribute to Iraq's ambitions on electrification, energy security, food security, climate resilience and inclusive economic growth.

At a time when sustainability is becoming a shared priority across the Middle East, projects that connect renewable energy with stronger communities and more resilient rural economies are likely to become increasingly relevant well beyond Iraq's borders.
