The dynamic diplomacy of Qatar

Diplomacy’s main task is to defend the external interests of a country and is a fundamental element for the relations of international actors, mainly states.Since ancient times, organised human groups have had to communicate in search of peaceful coexistence and sharing common goals for better concurrency, simultaneously contributing to co-operation in all the aspects that an incorporated society requires of others.As we arrived to serve in Qatar, we had a great opportunity to observe how a country with a vast history, with great challenges to achieve its development, has prioritised diplomacy that has led it. Without a doubt, it will have an important place in the international community.We have been invited to observe and participate in dynamic bilateral and multilateral diplomacy, with firm and solid principles, based fundamentally on that objectivity of support for just causes aimed at a global common good.Qatar’s diplomacy is making significant efforts to promote peace, understanding, and respect among nations, values that are worthy of international recognition.The vocation of its people who have prioritised education as a relevant factor for development, thanks to its leaders and authorities, led by His Highness Sheikh Tamim bin Hamad al-Thani, as its leading example, who certainly achieved positive results on various international files.The legacy received by the great characters that have preceded the current ones in this generous country constitutes the bases that lead them on a good path of vocation to do good. I have to mention the permanent meetings, events, which exalt the co-ordinated work of a country towards the world. In various aspects: international politics, cultural (Katara), environment, economic, commercial, air transport, academic, and sports.On the other hand, Qatar, with its precise participation in the international arena, has put itself in a highly recognised place, which strengthens and consolidates it as a good international actor: constructive and self-respecting diplomacy.Having been able to know this country, has led me to appreciate the good times that have resulted in strengthening Peruvian-Qatari relations.For example, having successfully organised and celebrated the FIFA World Cup Qatar 2022 shows us how this universal language, which is sport, has strengthened relations between states and peoples.For some time now sports diplomacy has appeared as a modality of public diplomacy, whose purpose is to contribute to the rapprochement between nations; and, to create a greater relationship between societies, since it overcomes any socio-cultural and linguistic difficultiesCiting the foreign policy of a state, which becomes international policy when they are interrelated, I envision a constant and decisive participation of the State of Qatar at the world level: promotion of peace, international co-operation, respect for human rights, participation in integration processes, promotion of migration policies, and respect for sovereignty, among others.Otherwise, it is worth mentioning that in recent years diplomacy has been expanding with other actors, such as international organisations, multinational and transnational companies, and non-governmental organisations NGOs; however, I believe that the essence of conducting foreign policy resides in a main actor that is the state, the main subject of international law.Various diplomacies also appear, such as economics, and culture; with their own powers based on the interests of each country.I think that the heads of state with their foreign ministries and diplomats should encourage the study of this profession within higher education institutions, such as the Diplomatic Academy of Peru and the Diplomatic Institute of Qatar.In conclusion, I believe that we will continue to observe an exemplary development of diplomacy in this country that generously welcomes us.
