The Cabinet’s regular meeting, chaired by HE the Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz al-Thani, was yesterday briefed by HE the Minister of Commerce and Industry, Ali bin Ahmed al-Kuwari, on the single window system launched by the ministry.
Giving details of yesterday’s meeting, HE the Minister of Justice and Acting Minister of State for Cabinet Affairs Dr Issa Saad al-Jafali al-Nuaimi, said HE al-Kuwari made a presentation on the single window system, explaining that it aims to speed up the establishment of business, improve efficiency and operational effectiveness, transparency of performance, better Qatar’s position in the ease of business index, and attract foreign investment.
HE al-Kuwari also explained that the Ministry of Commerce and Industry is working to enable the investor to establish companies from anywhere and at any time, improving the operational efficiency of government procedures, and avoiding duplication of company documents through electronic link.
The electronic system of the single window was launched by the ministry on 30/09/2019 to provide its basic services from: comprehensive incorporation, reservation of the commercial name, commercial registry, commercial license, electronic incorporation contracts authentication.
Among the services to be launched during the current year is the ability to register and document online for the foreign investor through Qatari embassies abroad.
The Cabinet also listened to the presentation made on the Economic Zones Company “Manateq”, as the company seeks to provide a world-class work environment to enable local and foreign investors to provide value-added products and services to local, regional and international markets, and to be a catalyst for change within the framework of a national initiative aimed at diversifying the economy of  Qatar through the availability of world-class infrastructures in economic regions with strategic locations, and working with investors to be an international gateway to establish businesses and companies and provide the environment that allows them to grow and prosper in Qatar.
The presentation included a statement of the company’s goals of developing and delivering logistical and industrial areas, attracting businessmen to invest in these projects, developing regulations and enhancing financial performance, developing business processes and systems, attracting and developing the workforce and encouraging Qatarisation, and ensuring a healthy and sound work environment, as well as the company’s achievements in the field of land, logistical projects, industry and warehousing, the company’s plans for land development, its future projects and recommendations in this regard. 
HE the Minister of Justice and Acting Minister of State for Cabinet Affairs Dr Issa Saad al-Jafali al-Nuaimi, announced the following:
The Council considered the topics on the agenda as follows:
lThe Cabinet reviewed the recommendations of the Shura Council on the land and marine environment, and the views of the Ministry of Municipality and Environment in this regard, and took the appropriate decision.
lApproval of the provisions of Law No 24 of 2002 regarding retirement and salaries for Qatari workers in some companies.

Then  the Cabinet approved the following:
1- A draft memorandum of understanding for co-operation in the field of agricultural food and food security between the Ministry of Municipality and Environment in Qatar and the Ministry of Agriculture and Rural Development in Mexico.
2- A draft memorandum of understanding for co-operation in the field of agriculture and food safety between the Ministry of Municipality and Environment in Qatar and the Ministry of Economic, Commercial and Agricultural Development in Ukraine.
