The Advisory Council held its regular weekly meeting on Monday under the chairmanship of HE the Speaker Ahmed bin Abdullah bin Zaid al-Mahmoud.
At the beginning of the meeting, the Council discussed a draft law on documentation. The draft law included 37 articles, the first of which defines documentation as a procedure by the notary public or by those delegated by the Minister of Justice, by which the will of the parties concerned is documented in an official record.
The draft law specifies how to document, certify signatures and prove date, in addition to the general provisions on cases where the agency is terminated, copies and electronic procedures and the organisation and keeping of records, documents and indexes related to documentation in accordance with the provisions of the draft law.
After discussion, the council referred the draft law to the Legal and Legislative Affairs Committee to study it and submit a report thereon to the Council.
The Advisory Council also approved the formation of Qatari parliamentary friendship groups with the parliaments of brotherly and friendly countries, which aim to strengthen and promote co-operation relations between the Council and these parliaments in different parliamentary fields, as well as to exchange views on relations and regional and international issues of common concern.
The friendship groups include the Qatari-Arab Friendship Group, Qatar-Asia Friendship Group, Qatar-Africa Friendship Group, Qatar-Europe Friendship Group, the Qatari Friendship Group with the United States, Canada, Australia and New Zealand and the Qatari Friendship Group with Latin American and Caribbean countries.
At the end of the meeting, HE al-Mahmoud briefed the members on his meeting on Wednesday with the President of the Supreme Court of Paraguay Dr Jose Raul Torres Kirmser and his accompanying delegation, during which they discussed bilateral relations between Qatar and Paraguay and ways to develop them in various fields, especially the legislative and legal fields.
Separately, on Monday, the Legal and Legislative Affairs Committee of the Advisory Council held a meeting under the chairmanship of its Rapporteur, HE Nasser bin Rashid al-Kaabi.
During the meeting, the committee examined a draft law on documentation and decided to complete its study at the committee's next meeting.
The committee also discussed a draft law amending certain provisions of Law No 21 of 2004 regarding ministers and decided to submit its recommendations to the Advisory Council.
