National Human Rights Committee (NHRC) Chairman HE Dr Ali bin Smaikh al-Marri has urged the Qatari government not to accept any solution to the Gulf crisis, or any negotiations, until violations by the siege countries end and the victim's grievances are addressed.
He called on the government to move swiftly on international and regional forums to end the injustice against the victims, as well as move at the level of the United Nations (UN) Human Rights Council to present a draft resolution on the repercussions of the siege on citizens and residents of Qatar to the UN General Assembly and Security Council, the official Qatar News Agency (QNA) reported yesterday.
In this regard, Dr al-Marri welcomed the report submitted by the UN technical mission from the Office of the High Commissioner for Human Rights, which visited Doha late last year to investigate the impact of the siege and the humanitarian situation of the citizens, residents and GCC nationals who live in Qatar. 
He said it is necessary to rely on the technical mission’s report in supporting complaints to agencies such as the World Trade Organisation, International Civil Aviation Organisation and Unesco.
Dr al-Marri stressed the need to resort to the International Court of Justice and arbitration committees as well as national and international specialised courts to bring the perpetrators of inflammatory campaigns, hate speech and calls for violence from the siege countries to justice, especially officials of those nations for their hostility and crimes of incitement that contradict international as well as local laws. 
The national committee has monitored and documented all incitement campaigns carried by officials of the siege countries to take legal action thereon, it was observed.
Dr al-Marri also called on the compensation commission to expedite the procedures of litigation and international arbitration, adding that the International Law Office appointed by the commission should rely on the merits of the technical mission’s report.
He urged the siege countries to “deal positively and immediately with regard to the findings of the report, in order to abolish all unilateral arbitrary measures, respect their commitments in accordance with the international human rights law, immediately end the violations, redress victims, allow access to the substantive mission of the Office of the High Commissioner for Human Rights, allow field visits to special rapporteurs and international human rights organisations, allow victims to resort to national justice to restore their rights, immediately cease defamation campaigns, hate speech and inflammatory calls and hold those responsible accountable”, QNA reports.
Dr al-Marri said the NHRC would circulate the report among all international organisations and the global coalition of national human rights institutions and discuss, with these organisations, a mechanism to move at the national, regional and international levels. The NHRC will also share the report with all parliaments of the world and the human rights mechanisms in the Organisation of Islamic Co-operation, the Arab League and Gulf Co-operation Council.
Further, he noted that the NHRC will present the report’s findings to the Human Rights Council and UN human rights mechanisms, and follow up on cases with the United Nations special rapporteurs, in accordance with their mandate, as well as with some specialised international agencies such as the International Labour Organisation and Unesco.
