Qatar has stressed the importance of the role of the Human Rights Council and of The Office of the United Nations High Commissioner for Human Rights in working to end the discriminatory unilateral coercive measures imposed on Qatar by a number of countries in the region and to hold those responsible accountable.
This came in the speech delivered by HE the Permanent Representative of Qatar to the United Nations Office in Geneva Ali Khalfan al-Mansouri yesterday, under the second item of the general discussion on the updated statement of the High Commissioner for Human Rights at the Human Rights Council at its forty-first session.
He said that this month marks two years of discriminatory unilateral coercive measures caused by a blockade imposed on Qatar by a number of countries in the region. He added that the human rights violations of families, students and citizens continue, affecting their right to education, freedom of movement, freedom of expression, and ownership among other rights. 
The ambassador reiterated that Qatar condemned the incitement of violence against people based on religion, stressing the responsibility of the Council and all governments in standing strong against the hate speech against immigrants, foreigners and minorities, especially Muslims.
He also regretted that the High Commissioner did not address the violations and crimes committed by Israel, the occupying power, against the Palestinian people. He called on the international community to shoulder its responsibility in protecting the Palestinian people and to restore their legitimate rights.
HE al-Mansouri pointed out that the military escalation by the Syrian regime’s forces and their supporters in Idlib in targeting of civilian facilities, is evidence that the Syrian regime believes only in the military option. He stressed that the perpetrators of those violations must be held to account.
He also said that Qatar condemned the attacks on civilians in Libya, especially the recent military attacks on the city of Tripoli, warning of the danger of sliding into chaos.
HE al-Mansouri welcomed the initiative of the head of the Presidential Council of the Libyan National Reconciliation Government, the internationally recognised body as representative of Libya, as a way out of the current crisis. He called on the international community to support the initiative and to put in place the guarantees that prevent the recurrence of violence.
In conclusion, he stressed Qatar’s commitment to co-operation with the Office of the High Commissioner to fulfil its mandate and competences in the best possible manner.
