“Neutrality is unacceptable when it comes to human rights and the punishment of peoples,” National Human Rights Committee (NHRC) Chairman Dr Ali bin Smaikh al-Marri said during his meetings with officials from the French Foreign Ministryin Paris, the official Qatar News Agency reported.
The NHRC has also submitted a report to the United Nations Educational, Scientific and Cultural Organisation (Unesco) detailing the violations committed by educational institutions against Qatari students in the blockading countries.
The report was filed by Dr al-Marri during a meeting with Eric Falt, Unesco assistant director-general for external relations and public information, at the organisation’s headquarters in Paris, according to Al Jazeera. 
Some 85 violations against Qatari students were committed in the UAE, followed by 29 in Saudi Arabia and 25 in Bahrain, Dr al-Marri told Unesco.
He pointed out that the NHRC has monitored the violations committed against Qatari students by educational institutions in the blockading countries, especially the UAE, which include not allowing them to take the final examinations, withholding certificates of graduation, closing their educational accounts and arbitrarily terminating their registration without giving reasons.
The NHRC also handed over what had been registered so far on the promotion of hate speech, the decision of government institutions in the blockading countries to criminalise sympathy with the State of Qatar as well as the violation of the right to expression and speech.
He said in a remarks after the meeting that the blockading countries have promoted hate speech and suppressed the right to freedom of opinion and expression, in stark contradiction to international conventions and agreements.
Dr al-Marri called on universities and educational institutions in the blockading countries to put aside political differences by consider the rights of Qatari students and removing obstacles and to their right to education.
In a related context, Reporters Without Borders (RSF) has condemned the siege countries’ demands regarding the closure of Al Jazeera Network.
Officials at RSF have told Dr al-Marri during their meeting at the Qatari embassy in Paris that they fully condemn those demands.
