The Communications Regulatory Authority (CRA) will form a committee to determine whether the licensed telecom operators in Qatar adhere to the terms and conditions of their contracts.
The committee will determine whether violations of the terms and conditions have been committed and  enforce penalties on licensed telecom operators if they violate their agreements. The committee will be chaired by a judge from the Primary Court.  
This is as per proposed amendments to some provisions of the Telecommunications Law number 34 of 2006 which was agreed by yesterday’s Cabinet meeting  presided over by HE the Prime Minister and Minister of Interior Sheikh Abdullah bin Nasser bin Khalifa al-Thani. The Cabinet will present the amendments to the Advisory Council.  
The Cabinet also approved a draft decision proposed by the Minister of Interior that amends some provisions of Law number 19 of 2007 that relates to the fees paid for services presented by the ministry.  
Additionally, the Cabinet agreed that Qatar will host a meeting of the GCC ministerial committee of Awqaf on April 15-16.  
The cabinet then examined a report presented by the Ministry of Information and Communications Technology on the latest efforts towards establishing an e-government. The goal of the initiative is to use technology to co-ordinate between ministries and other government authorities.
The report said that the committee charged with carrying out the initiative has 15 finished projects related to the infrastructure needed to achieve e-government. The committee has also written the final plans of 34 government institutions regarding electronic services.  
The Cabinet also approved a draft agreement in air services between the governments of Qatar and Somalia.
A draft agreement with the government of Benin in trade co-operation was also approved. The Cabinet also approved a draft agreement on the encouragement and protection of investment with the government of Benin.
A draft agreement with the governments of Mali and Benin on avoidance of tax duplication was also approved.
The Cabinet then approved the following agreements:
1. A draft co-operation agreement in the field of sports between the Ministry of Youth and Sports in Qatar and in Japan.
2. A draft co-operation agreement between the Supreme Education Council and the Japanese Ministry of Education, Culture, Sports, Science and Technology in the field of scientific research.  
3. A co-operation agreement in the field of tourism with Japan National Tourism Organisation.
4. A co-operation agreement with Japanese Ministry of Internal Affairs and Communications in the field of information technology.
